Jenkins was born on 3rd May 1947 and raised in DeKalb Illinois, his mother Mary Elizabeth was a homemaker, and his father Dale Steven Jenkins was a dentist. He attached DeKalb high school. Before he was an actor, Jenkins drove linen truck. Jenkins earned a degree in drama from Illinois Wesleyan University before relocating to Rhoda Island. However his family crises where never a reason to stop his growth, or was a reason for stopping him from going ahead with his career. Jenkins was with Trinity Repertory Company in Providence, Rhode Island while breaking into a film with a bit part in Feasting with Panthers. He later appeared in supporting roles in many films produced in 1980’s & 1990’s.

In 2014, Jerkins and his wife Sharon received The Pell Award for Lifetime Achievement from Trinity Repertory Company in Providence. Richards’s passion for acting was not a med critic dream, by a dream that was a long run. Richard ones quoted “When I was a kid I loved horror films, I used to stay up on Saturday nights to watch them”. Sometimes all that matters is living life to its fullest.
