She was born in the year 1974 into a family of Muslims. Her father was Mr. Lateefur Rehman Khan and he was a well-known IAS officer. On February 20th in the year 2013, her father passed away. In the year 1991, Rukhsar made her debut into the field of acting when she was just 19 years old. She appeared in ‘Yaad Rakhegi Duniya’ in which she was cast in the main role alongside Bollywood actor, Aditya Pancholi. Her role in this film proved to be a gateway of fame for her and she received a number of offers later on.
The following year, in 1992, she was cast in the film, ‘Inteha Pyar Ki’ alongside the then superstar in Hindi movies, Rishi Kapoor. Later on, her career faced a slight slump and went downhill till the mid 2000s.
