He had a production company named Tulsi Ramsay Production in Andheri, Mumbai. Tulsi started his career as a Director with the film Penanggalan (1967). He later directed the films Do Gaz Zameen Ke Neeche (1972), Aur Kaun? (1979), Ghungroo Ki Awaz (1981), Purani Haveli (1989), Ajooba Kudrat Ki (1991), Police Mathu Dada (1991), and many more. He also Directed the horror TV Show named The Zee Horror Show (1993).
