He was born on 8 August 1920 in Lumding, Assam. His parents were Ganga Devi and Ganda Singh. Harbhajan was raised by his mother's sister in Ichhra, Lahore. He attended the local DAV School. He has three sons, and one of them, Madan Gopal Singh, is a renowned vocalist and scholar. He passed away on 21 October 2002.
He earned two degrees from the University of Delhi in Hindi and English literature. His doctoral dissertation covered Gurumukhi-written Hindi poetry. He previously worked as a salesperson in a homeopathic pharmacy in Lahore, a clerk for the Government of India in New Delhi, and an assistant librarian at Khalsa School in New Delhi.
He ventured into an academic career as an English teacher. Later, he taught in Hindi and Punjabi. He was a professor at the University of Delhi until he retired in 1984. He has written the books- Na Dhuppe Na Chaanve, Merī kāwi-yātarā (1989), Cauthe dī uḍīka (1991), Yoga for the 80's (1985) and many others. Harbhajan was awarded the Sahitya Akademi Award, for Na Dhuppe Na in 1969, Kabir Samman in 1987 by the Government of Madhya Pradesh, Saraswati Samman Award for literary excellence in 1994, Sahitya Akademi Fellowship, New Delhi in 1994, Soviet Land Nehru Award, and Dhaliwal Sanmaan by the Punjabi Sahitya Akademi, Ludhiana in 2002.
