Phulman Bal was born on September 28 1985 in Ramechhap, Nepal. He is the youngest of three siblings. Growing up, he listened to folk stories and tales that members of his village used to tell and later inspired him into filmmaking. He received a lot of appreciation for his films on social issues and storytelling. He came to Kathmandu from Ramechhap after his primary education. Later, he joined Tribhuvan University for the study of media and film. While in college, his interest in arts grew. He started taking part in the preparation of various student films and joined some media groups. He began filmmaking with short films on the social and economic issues of rural Nepal. His very first film, "Rato Surya," which deals with caste discrimination and personal identity, gained popularity overnight. The big success was "Gaun Ki Chhori." In the story, the young woman has to make an effort to survive in a male-dominated society. Despite Being from Nepali Cinema, He is also an author and journalist. He wrote “Kajol Katun” and “Mahaabhaaratki Maichyang”. He has received a number of awards for his work. He received NDFC National Film Award and “Puskar” Best Journalism award.
