Neil Richard Flynn was born on November 13, 1960 Illinois, United States.. He went to Waukegan East High School, where he won an Illinois Individual Events state championship for "Humorous Duet Acting" with his partner Mike Shklair in 1978.He graduated in 1982 from Bradley University in Peoria, Illinois. Post this, he returned to Chicago to pursue his career in acting. He worked with Goodman and Steppenwolf theatres and went on to be awarded for a Joseph Jefferson Award for his role in The Ballad of the Sad Cafe, 1986, and nominated for the same in 1988 for his supporting role in a play, "Whistle in the Dark."  The American actor and comedian is best known for his roles as Janitor on Scrubs, an American medical comedy-drama television series created by Bill Lawrence that aired from October 2, 2001, to March 17, 2010, on NBC and later ABC and Mike Heck in the ABC comedy series The Middle, an American sitcom about a lower-middle-class family living in Indiana, created by Eileen Heisler and DeAnn Heline of Blackie and Blondie Productions.

Other minor roles he portrayed include, suspicious FBI agent Smith in Indiana Jones and the Kingdom of the Crystal Skull, father of Lindsay Lohan's character (Cady Heron) in Mean Girls, longshoreman and fan of the Cleveland Indians in Major League, first baseman in the movie Rookie of the Year, played the role of fake husband of Christa Miller in an episode of The Drew Carey Show and also appeared in an episode of Seinfeld in the role of a police officer.

Offscreen, he has done multiple voice acting works such as in the animated series Buzz Lightyear of Star Command, in the first three Ratchet & Clank games where he voiced popular characters Skidd McMarx and the Plumber, and on the FOX TV show Bob's Burgers in the episode "O.T.: The Outside Toilet" he voiced the character Max Flush. In the web series ‘Vixen’ by DC Comics, he was the voice of Chuck, the foster father of the title character, in 2015.
