A cinematographer gives direction and draws the plan out for the upcoming shot
A cinematographer gives direction and draws the plan out for the upcoming shot, while the Camera operator actually operates the camera by the virtue of those directions by the cinematographer. A camera operator needs to be skilled and professional in handling the camera and well versed with it's features, limitations, highlights and issues.
He needs to guide the DOP before a shot about the technicality of the camera that they are using for the shot. If there's an issue with the lighting or the filters, the camera operator is the one who fixes it and gets the film back to working.
Thus, by working closely with the DOP, the camera operator is actually a companion for the DOP and in most of the cases, the DOP has the same camera operator in his team for all the projects that he works on.
The relation needs to be healthy and Communication needs to be proper so that the crew doesn't waste time setting up the cameras and the lights.
